The site is located along the side of the Arkansas River. North of the site is the Argenta Arts district of North Little Rock. To the south is the Little Rock River Market. The purpose of the project is to rehabilitate North Little Rock by providing a center of recreation in an area that is neglected. The driving concept of the design is to give back to the community of North Little Rock by shifting the existing levee wall toward the river and embedding it on the outside wall of the bottom mass. This provided the building with a connection to the district. Two additional masses were placed on top and orientated towards the Argenta District and the River Market. The landscape has been designed to allow access to the bottom floor and upper floor from the road.
